Mumbai. In a major step for the safety and dignity of Indian seafarers, the Directorate General of Shipping (DG Shipping) has taken its toughest action yet. As many as 86 foreign ships have been blacklisted. No Indian seafarers will be employed on these vessels anymore.

This action has been taken against those ships where seafarers went unpaid for months, were not repatriated on time, and in several cases were even arrested by local authorities. Complaints also revealed that these ships were being operated without P&I Insurance and other mandatory documents.

Strict message from Deputy Director General (Crew Branch) Capt. P.C. Meena
“There will be no compromise on the dignity and rights of Indian seafarers. This step has been taken solely in their interest and safety. India will strictly enforce compliance with the Maritime Labour Convention (MLC, 2006).”

Notice to RPSL companies – Submit report within 14 days

Stop deployment of seafarers on blacklisted ships.

Ensure immediate sign-off and safe repatriation of those already deployed.

Submit a detailed report within 14 days, including crew list, service period, wage payment status, and repatriation details.

Warning of license cancellation
DG Shipping has made it clear that companies violating this order may face suspension or cancellation of their RPSL licenses. In addition, they may face legal action and blacklisting.
DG Shipping Shyam Jagannathan stated, “We are prepared to take every necessary decision in the interest of seafarers. No one will be allowed to tamper with rules and regulations.”

It is worth noting that during former DG Shipping Amitabh Kumar’s tenure, several ships had also been blacklisted. After a long gap, this marks another strong action.
